This portrait is of Cohen's close friend, Reginald ('Reggie') Weston (1909-67), who was in fact neither a Rabbi nor from Dublin, but an English painter. The title probably refers to Yitzhak Herzog, former chief Rabbi of Dublin (and then of the Irish Free State, 1922-35), who emigrated to Palestine to become Ashkenazi Chief Rabbi in 1936, the same year that Weston settled there.
