Context
Blending combines EU funding with loans or equity from public and private financiers. It complements other aid modalities, strategically using EU grants to attract additional financing for important investments in EU partner countries; as such, it is an effective instrument for achieving the EU’s external policy objectives.

Objective
GOPA Com.’s goal was to draft the 2020 Operational Reports for all of DG INTPA’s blending instruments, in addition to the Operational Report of the European Fund for Sustainable Development, to translate the final reports into several languages and to produce materials for communication activities around the reports.
