Virginia Woolley was born in Selma, Alabama, and grew up in Atlanta. She moved to Chicago in 1904 to study at the Art Institute, on to Paris where she focused on countryside imagery. Back in Atlanta, she taught for a time at Woodbury School. In 1923 she moved to Laguna Beach. She taught adult outdoor classes and gave free classes to children at the Art Gallery, where she was curator. She was one of the founders of the Festival of Arts in 1932, where she was an active participant until 1971. Flower Stalls is recognized as the first artwork sold at the Festival of Arts in 1932.
